1. Two instruments
NNN datasets (currently the Reactor Project Tracker and the Prometheus Program Tracker) are distributed under two instruments, split by surface:
- Current-state surfaces — CSV snapshots and current-state API responses — are licensed under Creative Commons Attribution 4.0 (CC BY 4.0): free to use, share and adapt, including commercially, with attribution.
- History surfaces — append-only milestone logs, event and change feeds, and full JSON snapshots — are provided under these NNN Data License Terms.
2. What the grant covers
The grant covers the NNN dataset as a compilation: selection, arrangement, schema, annotations, event and milestone curation, and verification metadata, including EU sui generis database rights. Underlying facts are facts and are not owned or restricted by NNN. Third-party licensed data shown on NNN pages is excluded from the dataset and from this grant.
3. Express permissions on history surfaces
The following uses of NNN history surfaces are expressly permitted, royalty-free, with attribution as set out in section 4:
- Journalism and editorial use, including charts, excerpts and derived graphics, in any outlet — including for-profit outlets;
- Academic and policy research, including publication of results and derived analyses;
- Citation, quotation and fact-checking in any medium;
- AI assistants and search/answer engines retrieving, summarizing and answering user queries from this data, with source attribution.
For clarity: permission (d) covers retrieval and indexing for the purpose of answering user queries with attribution at inference time; it does not extend to use of the dataset as training data, which falls under the reserved acts.
What is reserved is defined by act, not by actor. The following require a commercial license (via the contact address):
- systematic bulk extraction of history surfaces;
- redistribution of the dataset, or a substantial part of it, as a dataset;
- embedding the dataset or a substantial part of it in a commercial product, database, or model-training corpus.
Time-limited internal evaluation for the purpose of assessing a commercial license is permitted within fair-use rate limits.
4. Required attribution

Every API response and bulk file carries the same attribution machine-readable in its attribution field.
5. Rate limits, keys and future tiers
Current-state endpoints are open — no key. History endpoints (/api/v1/changes, /api/v1/prometheus/events) work without a key at 60 requests/hour per IP. A free API key raises this to 1000 requests/hour (fair use); keys are issued by email and require assent to these terms — that assent is the license agreement between you and NNN. Metered or commercial tiers may be introduced with 30 days' notice on this page; free tiers described here will not be silently withdrawn.

This dataset may contain verification markers.
7. Governing law

Append-only, like the datasets: terms changes get new dated entries below, never rewrites.
