Notes

NRC target decision: 2021-10 (per SHINE release, May 11, 2020 — secondary) (month only). Premise check: no operating licence issuance was found. NRC staff finished the FSER Feb. 27, 2023 (NRC facility page shows "February 28, 2023 (NRC issued Safety Evaluation Report)") and the final SEIS Jan. 31, 2023; the NRC said it "will consider both documents in deciding whether to issue the license". The construction permit (CPMIF-001, issued Feb. 29, 2016) was extended Nov. 30, 2022 (to Dec. 31, 2025) and again Dec. 4, 2025 (to Dec. 31, 2029), so construction is incomplete and the OL decision is pending. For duration analysis use staff_review_completed (2019-10-08 to 2023-02-27, ~40.6 months) rather than a licence date. SHINE CP (2016) is outside the 2019+ window.
