WNA's October 2026 assessment counts only Bushehr 2 formally under construction and says first concrete for 3 was planned for 2024 but remains unconfirmed. Rosatom calls unit 3 under construction and reports site/building activity; status remains planned pending confirmed nuclear-island first concrete. Capacity is the 974 MWe net phase-II VVER-1000 design estimate, not an operating rating. Phase-II project contract was signed in 2014 (WNA Iran country profile).
