Bechtel filed the Worker Adjustment and Retraining Notification Act letter with Virginia workforce officials on Tuesday, copying the Fairfax County Board of Supervisors, according to Patch. The notice states plainly that the two companies could not reach an agreement on the next phase of the Natrium project and have decided to move forward separately. Bechtel will scale down its support for the project as existing work is completed, including work performed at its Reston headquarters.
The headcount math is less dramatic than the filing suggests. Bechtel told Construction Dive that the WARN filing is a legal requirement and that it anticipates redeploying many of the affected employees to other projects where their skills are needed, "including the nuclear facilities we are building globally." WARN notices are designed to cover every position that might be eliminated; companies routinely file broader notices than the layoffs that actually follow. If reassignment efforts fail for individual employees, those cuts become permanent.
TerraPower, for its part, is signaling continuity. "Construction is continuing on the Kemmerer site," the company said in a statement. "TerraPower is managing this transition to protect the overall construction schedule with no anticipated changes at this time."
What neither company will say is why the talks collapsed. Bechtel declined to answer questions about the reasons for the split, what work had been planned for the next phase, when its Natrium work will end, or who will assume its responsibilities, and TerraPower declined the same questions, Virginia Business reported.

Bechtel is not a generic contractor. It is the company that finished Vogtle Unit 3 in Georgia — the first new US nuclear unit built in more than three decades — and it holds the $5.4 billion Tennessee Valley Authority contract for the Clinch River SMR site in Oak Ridge, won in 2025, plus an AP1000 project in Poland.
