Notes

State Council approval corroborated by WNN and the nuclear safety authority-hosted China Environment News article. SPIC's site levelling is pre-construction; first nuclear-island concrete not reported. 1400 MWe is provisional CAP1400 design net capacity from WNA's Shidaowan demonstration-unit specification, not Laiyang's announced 1543 MWe installed/gross rating. Site entity absent; owner/operator project subsidiary id pending entity maintenance. No credible unit-specific COD target found.
