Notes

State Council approval and both-unit scope in China Environment News hosted by the nuclear safety authority, corroborated by WNN's operator-sourced reporting. September site levelling is pre-construction, not first nuclear-island concrete. 1400 MWe is provisional design-typical net capacity, not Laiyang's announced gross rating; unit-specific net capacity and COD remain unpublished. SPIC project subsidiary id is pending entity maintenance.
