State Council confirms Zhuanghe Phase I approval; CGN release and WNN identify two Hualong One units, and WNN names CNNC Datang Zhuanghe as owner. Site id and subsidiary org id not yet registered; parent ids used pending entity maintenance. 1126 MWe is provisional Hualong One net capacity, not a unit-specific published figure. Preparatory work is not first concrete; no reliable COD target found.
