Rosatom's smallest enrichment plant, in Siberia's Irkutsk region, listed at a nominal 2.6 million SWU a year and host since 2007 of the Russia-led International Uranium Enrichment Centre. Rosatom has named it the next site for generation 9+ centrifuge re-equipment after Seversk; no start date has been announced.

Current state
| Status | Operating |
| Country | Russia |
| Location | Angarsk, Irkutsk region |
| Operator | JSC Angarsk Electrolysis Chemical Combine, TVEL / Rosatom |
| Ownership | Rosatom (Russian state corporation) via its Fuel Division (TVEL). International Uranium Enrichment Centre on site was founded by Russia (90%) and Kazakhstan (10%) in 2007. |
| Facility type | Enrichment plant |
| Technology | Gas centrifuge |
| Products | LEU |
| Capacity (tSWU/yr) | 2,600 |
Notes
Capacity 2,600 tSWU/yr is the 2007 figure (WNN) repeated by WISE; 2007 plans to reach ~4,200 tSWU and ~10,000 tSWU by 2015 are not confirmed as realized. WNA (Sept 2026, from Nuclear Fuel Report 2025) gives Rosatom's combined capacity across all four sites as 29,133 tSWU/yr in 2025 (about 43% of world capacity), so WISE's dated per-plant figures understate the current total. Rosatom does not publish per-site capacity.
