Uranium Enrichment & HALEU Tracker

Urals Electrochemical Combine (UEIP/UECC), Novouralsk

Operating · Russia · Enrichment plant

Russia's largest uranium enrichment plant, operated by Rosatom's fuel division TVEL, with a nominal capacity of about 10 million SWU a year per WISE. It began installing generation 9+ centrifuges in 2018 under Rosatom's re-equipment programme. Its LEU exports to US buyers have been restricted by a Russian decree since November 2024.

Notes

Capacity 10,000 tSWU/yr is WISE's nominal figure (dated; no as-of year). WNA (Sept 2026, from Nuclear Fuel Report 2025) gives Rosatom's combined capacity across all four sites as 29,133 tSWU/yr in 2025 (about 43% of world capacity), so WISE's dated per-plant figures understate the current total. Rosatom does not publish per-site capacity. The US export restriction applies to Russian enriched uranium generally, not this plant specifically.

Timeline

  • 2018 — Installation of generation 9+ gas centrifuges began at the Urals Electrochemical Combine. (source)
  • 2024-11-15 — Russia's government restricted exports of enriched uranium to the United States, allowing only one-time licences. (source)

The timeline is append-only: corrections are added as new entries. Stated targets appear in the current-state table, never as milestones.
